Tonga
In Tonga, the Climate Finance Capacity Support Programme (CFCSP) is assisting the Department of Climate Change (DoCC) and the government with the management of the Tonga Climate Change Fund (TCCF). This will support Tonga to scale-up community-based climate action and expand the Fund to finance government priorities across the country.
The CFCSP will also help strengthen climate resilience in Tonga’s policy responses in health as well as Tonga’s ability to collect data and statistics, and monitor its progress in delivering the Joint National Action Plan on Climate Change and Disaster Risk Management, in alignment with supporting the National Planning Division to monitor progress against its national development indicators.
Tonga is also a recipient of New Zealand’s Country Flexible Finance, with NZD$8 million in climate finance provided as direct budget support so that the Government of Tonga can allocate to their climate response priorities through the TCCF.

FUND MANAGER, TONGA CLIMATE CHANGE FUND
Sione Fulivai is a Fund Manager with the TCCF. In this role, Sione manages the TCCF and oversees investments, including grants management and ensuring alignment with the TCCF Investment Strategy.
MERL ADVISER, TONGA CLIMATE CHANGE FUND
In 2025, Helen Fonua supported the TCCF as a Monitoring, Evaluation, Research, and Learning (MERL) Adviser . Helen led the development of a MERL Framework for the TCCF, ensuring alignment with national priorities.
MERL SPECIALIST, Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications.
Dr Evelyn Marsters (centre) is providing MERL support to the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC), where she ensures MERL systems are coordinated.
TCCF Investment Adviser, Tonga Climate Change Fund
Jinita Prasad is a TCCF Investment Adviser at the DoCC. As a financial sector specialist with extensive Pacific experience, Jinita will provide advice on TCCF investments and accounts and conduct monitoring and reporting to support the management of the Fund.
Senior Climate Change Community Liaison Officer, Department of Climate Change
Melenaite Esera is a Senior Climate Change Community Liaison Officer within the DoCC. Working on a Water Resource Management Project, Melenaite works closely with communities and vulnerable groups to strengthen local engagement and support efforts to build resilience to climate change impacts. Melenaite also collaborates with other national climate change programs, projects and activities, including the TCCF.
Senior Climate Change MERL Officer
Uaisele Lomu is a Senior Climate Change MERL Officer within the DoCC. Working with a Water Resource Management Project, Uaisele is responsible for implementing the Water Resource Management Activity MERL Framework and work plan, and aligning these documents to other monitoring and evaluation frameworks through planning and reporting, and monitoring and evaluation of the implementation of climate change activities.
Senior Climate Change Technical Officer, Department of Climate Change
Posevima Havea is a Senior Climate Change Technical Officer within the DoCC and is supporting the Water Resource Management Project by coordinating technical activities to improve household and community access to resilient, safe and secure water supply and sanitation services across Tonga. Posevima also provides scientific and technical advice on climate change, disaster risk management and sustainable development related to TCCF activities.
