Tonga

In Tonga, the Climate Finance Capacity Support Programme (CFCSP) is assisting the government with the management of the Tonga Climate Change Fund (TCCF). This will support Tonga to scale-up community-based climate action and expand the Fund to finance government priorities across the country. 

The CFCSP will also help strengthen climate resilience in Tonga’s policy responses in health as well as Tonga’s ability to collect data and statistics, and monitor its progress in delivering the Joint National Action Plan on Climate Change and Disaster Risk Management, in alignment with supporting the National Planning Division to monitor progress against its national development indicators. 

Tonga is also a recipient of New Zealand’s Country Flexible Finance, with NZD$8 million in climate finance provided as direct budget support so that the Government of Tonga can allocate to their climate response priorities through the TCCF.

FUND MANAGER, TONGA CLIMATE CHANGE FUND

Sione Fulivai is a Fund Manager with the TCCF. In this role, Sione manages the TCCF and oversees investments, including grants management and ensuring alignment with the TCCF Investment Strategy.

MONITORING, EVALUATION, RESEARCH, AND LEARNING ADVISER, TONGA CLIMATE CHANGE FUND

Helen Fonua is a Monitoring, Evaluation, Research, and Learning (MERL) Adviser with the TCCF. Helen leads the development of a MERL Framework for the TCCF, ensuring alignment with national priorities.

Dr Evelyn Marsters (centre) is providing MERL support to the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC). Tonga has several key policies to guide its climate change and adaption efforts, and Evelyn will work with her MEIDECC colleagues to ensure the respective MERL systems are coordinated. This will ensure captured data and information is accurate, timely and shared across divisions in support of Tonga’s long-term climate resilience goals.
