In Tuvalu, the Climate Finance Capacity Support Programme (CFCSP) is supporting the Climate Change Department to review its organisational structure and ensure its governance and operational systems are fit-for-purpose and capable of supporting its mandate to coordinate effective climate action. The CFCSP is also providing personnel to help the Department strengthen its project management, monitoring and reporting capabilities. It will also provide support to strengthen project budgeting and mapping Tuvalu’s options for accessing climate finance.

INSTITUTIONAL STRENGTHENING EXPERT, CLIMATE CHANGE DEPARTMENT
Kate Morioka (right) is an Institutional Strengthening Expert at the Climate Change Department in Tuvalu. In her role, Kate will work to implement recommendations from a recent organisational review of the Department, with a focus on enhancing the Department’s ability to deliver on Tuvalu’s climate policies through improved governance, clearer roles and responsibilities, and targeted capacity development.
PROGRAM FINANCE SPECIALIST, CLIMATE CHANGE DEPARTMENT
Oyda Teo is a Program Finance Specialist at the Climate Change Department in Tuvalu. Responsible for delivering high quality financial services across all programs and projects under the Department, Oyda provides comprehensive accounting services to support effect project administration.
Organisational review, CLIMATE CHANGE DEPARTMENT
In 2024, Tuvalu’s Climate Change Department requested support through the CFCSP to undertake an organisational review, reflecting its expanding role in leading Tuvalu’s national climate response. Delivered by New Zealand firm Allen + Clarke and completed in December 2025, the review assessed departmental structures, roles and systems and identified 7 practical recommendations to strengthen coordination, leadership and delivery.
