Fiji
In Fiji, the Climate Finance Capacity Support Programme (CFCSP) is providing a range of in-line officer and adviser roles to the Ministry of Environment and Climate Change (MECC) to strengthen cross-government coordination, accessing climate finance, planning, delivery and reporting of climate action. The CFCSP is also working with the Department of Transport to develop a decarbonisation strategy and master plan for the transport sector (aviation, land and marine) and to update Fiji’s transport policies to reflect its climate change priorities.
Fiji is also a recipient of New Zealand’s Country Flexible Finance, with NZD20 million in climate finance provided as direct budget support so that the Government of Fiji can allocate funds to their climate action priorities.

Climate Adaptation Officer, Ministry of Environment and Climate Change
In 2025, Mosese Nabulivou (left) supported the MECC as a Climate Adaptation Officer. Mosese worked with the wider Climate Change Division team to assess climate risks, identify vulnerabilities, and develop strategies to build resilience against climate challenges.
Climate Mitigation Officer, Ministry of Environment and Climate change
In 2025, Mishek Nair (centre) supported the MECC as a Climate Mitigation Officer. Mishek worked to advance Fiji’s efforts to reduce greenhouse gas emissions and assist the Climate Change Division to meet international and national climate mitigation obligations.

Website Developer, Ministry of Environment and Climate Change
Shalmeet Lal is a Website Developer at the MECC. Leading the development of a responsive, user-friendly website that supports front-end and back-end functional use, the web development work will enhance public access to environmental information, support transparency in climate change initiatives and facilitate stakeholder engagement.
Energy Analyst and Statistician, Department of Energy
Prashant Sarup is an Energy Analyst and Statistician at the Department of Energy. By maintaining a national energy database and through the collection, verification, analysis and dissemination of energy data, Prashant provides evidence-based insights to guide government decision-making, identify priority areas for improvement and support strategic planning and investment in renewable energy and energy efficiency initiatives.
Transport Sector Decarbonisation Strategy development, Department of Transport
Climate Ray Consultancy, led by Team Lead and Energy Expert, Ms Jeanette Mani (left), and supported by Technical Expert and Research Analyst, Dr Francis Mani (centre) and Finance Analyst, Mr Shavneet Lal (right), is supporting the Department of Transport in the development of a Transport Sector Decarbonisation Strategy. The Strategy will guide Fiji to deliver on greenhouse gas emissions reductions and align with the National Determined Contribution.
Consultancy – Transport Sector Master Plan Review, Department of Transport
Led by Dr Vinayak Dixit and supported by the team at the University of New South Wales’ Research Centre for Integrated Transport Innovation, the CFCSP is supporting the Department of Transport to revise the Transport Sector Master Plan. The revised Master Plan will provide a roadmap for the land, aviation and maritime transport future planning and development and long-term growth and development for the transport sector.
