Samoa
Working right across Samoa’s government system, the Climate Finance Capacity Support Programme (CFCSP) will be used to establish assessment and reporting mechanisms to deliver climate flexible finance received from New Zealand. Samoa will also utilise the CFCSP to access a range of technical expertise to assist it to set up a Loss and Damage Fund and design engineering solutions to strengthen sea defences. Samoa has prioritised strengthening youth engagement to promote national climate actions, using the CFCSP to help it deliver workshops, campaigns and hands-on projects.
Samoa is a recipient of New Zealand’s Country Flexible Finance, with NZD$15 million in climate finance provided as budget support that the Government of Samoa can allocate to their climate response priorities.

Climate Science Expert, Ministry of Natural Resources and Environment
In 2025, Deepitika Chand supported the Ministry of Natural Resources and Environment as a Climate Science Expert. Responsible for supporting the development of a national measuring, reporting and verification system for future greenhouse gas inventory reporting, Deepitika tracked emissions, reported progress and assessed the effectiveness of mitigation efforts, ensuring climate strategies remain aligned with international commitments.
MERL Specialist, Ministry of Finance
Ruth Ueselani is a Monitoring, Evaluation, Research and Learning Specialist at the Ministry of Finance. In this role, Ruth is developing a results framework for climate flexible finance, mapping relevant indicators to programme outcomes, and supporting the institutionalisation of the framework to ensure sustainability and transparency in climate finance delivery.
Land Use Planner, Planning and Urban Management Agency Division
Reijeli Cokansiga-Taylor is a Land Use Planner at Samoa’s Planning and Urban Management Agency Division. Reijeli is supporting the Division to review and update several land use planning frameworks – including the City Spatial Plan and Samoa National Urban Policy – to integrate climate resilience, inclusive development and sustainable practices into land use planning.
